That means bringing information directly into schools, launching public awareness campaigns, building community programs, and helping individuals who are ready to stop using get the guidance they need.

Meanwhile, House Bill 722 removes a major barrier to overdose prevention. Signed into law in March 2023, it decriminalizes fentanyl test strips, which are small, easy-to-use tools that detect the presence of fentanyl in drugs. For people who use substances, having access to test strips can mean the difference between life and death. This kind of harm reduction isn’t about enabling use, it’s about keeping people alive long enough to choose recovery.

A new model for care

Mississippi is also looking to adopt a national model known as Certified Community Behavioral Health Clinics (CCBHCs). These clinics are designed to offer coordinated, around-the-clock care for mental health and substance use, including crisis services. What sets them apart is their commitment to accessibility. Services are available regardless of a person’s insurance status or ability to pay. The state recently received a $1 million planning grant to move this forward, an investment that could expand care options for people throughout Mississippi.
